... I've been seeing a few PBS stations with similar slides. This one happens to be WKNO 29/10 Memphis.

My local KET (Kentucky Educational Television) stations are currently running a color-bar TP, with tone, as a 4th sub-channel. I imagine this will, eventually, turn into the PBS Kids channel.

    correct
PBSKids is going to be a 24/7 PBS run channel. Some stations have PBSKids channels but they are run locally. As example the PBS by the lake house (KAWB Brainerd/KAWE Bemidji) runs "Lakeland Kids" which is a 8 hour loop of PBS shows

This one starts 1/16 at 5AM Central. If you look at the list the ones in yellow are the "new" PBS Kids stations. The blue are the locally run ones (as of right now)

I had read on another site that the V-Me subchannel is moving off OTA, or something similar. I suppose this is their replacement sub.

    sort of
The PBS Kids announcement was made almost a year ago. V-Me deciding to go "pay channel" route just came up a month or so ago because the 10 year contract is expiring

Most stations are going to replace it with PBSKids (or in some cases they already changed it to something else like PBS World)
