Default Random 1,000ft tower with nothing on it?

I was looking at all the ASRs in Rock County (My county) and I saw a 1,100ft tower that looks to have no TV or FM on it, and on google maps / street view it looks to have nothing on it. Which is odd because there are lots of FM and TV towers near it that are much shorter.

    Channel 57.

I'm not sure *why* it was initially built down there. Three possibilities of which I think the first is most likely:

    - They thought they could serve both Madison and Milwaukee
    - The Madison tower farm was too close to channel 58 in Milwaukee, then the rules changed
    - The Madison tower farm was too far from Janesville to provide a city-grade signal, then the rules changed

I see the previous owners of the station sold the tower this January. It seems to have been used (or at least authorized by the FCC) by a variety of paging, two-way, and cellular companies over the years.

Apparently the point was indeed two market service, though not for Madison. Instead they were the UPN (and later WB) affiliate for Rockford between 1999 and 2006.

Yeah, darn it, I meant "...both Madison and Rockford"..

It was channel 68 (now WIWN) that thought it could serve both Madison and Milwaukee (and Green Bay) simultaneously. (but never built that site & ended up settling for just Milwaukee)

And here's a map of the digital permit they originally held for that tower:

You can see it would have reached both.

It looks like WIFS analog operated on that tower from 1999 to 2004.
