    Default Caribbean FM News, November 2017

    Here is an update on recent FM radio developments in the Caribbean islands.

    Cuba
    Radiocuba has resumed with issuing new FM broadcast licenses this fall. In September 2017, Radiocuba issued licenses for three new broadcast facilities. Two are relays, one is a new station.

    Relays for Radio Habana Cuba
    -102.5 moved to 97.1 CMBN-1 Sierra Caballos IJ, 300 watts 33 meters;
    -103.1 (NEW) CMBN-2 Candelaria AR, 300 watts 400 meters (tower at CTTV Salón site);
    -89.1 (NEW) CMBN-3 Cienfuegos CF, 300 watts 50 meters (tower at Plan Mangos site).

    NEW ON THE AIR - October 27, 2017
    -105.7 CMEA Manicaragua VC "Radio Arimao, La Voz de Manicaragua" 3kw 100 meters;
    Has same co-ordinates as CMHW 101.5. Current schedule 4-7 PM daily, community talk radio.


    Dominican Republic

    Indotel issued three new licenses this summer to low power community radio stations. The tech details are still pending.

    -88.7 Issued 8-23-2017, to FUNDACIÓN BAHORUCO PROGRESANDO, INC., Neiba, Bahoruco;
    -104.1 Issued 7-05-2017, to FUNDACIÓN JUVENTUD SUROESTE EN ACCIÓN, INC., Neiba, Bahoruco;
    -104.7, Issued 8-23-2017, to FUNDACIÓN ACCIÓN COMUNITARIA 19 DE MARZO, INC., Azua, Azua.


    Haiti

    Conatel continues with their battle against 300+ pirate radio stations operating on the FM airwaves in Haiti. Until they get the situation under control, a moratorium remains on issuing new licenses. You can read about the FM RF dilemma in Haiti in the September 2017 issue of the WTFDA's VHF-UHF Digest.

    On September 26, 2017, they issued this bulletin to all licensed AM, FM, and TV stations (translated from French)...

    Circular Note | September 26, 2017

    Subject: Request for dissemination of civic spots and literacy.

    The Executive Management of the Executive Body of the National Council of Telecommunications (CONATEL) presents its compliments to the sound and television broadcasting stations under its supervision and takes the opportunity to ask them to proceed to the broadcasting of an audio spot less than two (2) minutes relating to the hacking of frequencies of the FM band allocated to sound broadcasting and the consequences of this harmful practice on air safety, particularly on aeronautical communications. This, with reference to Articles 55 and 56 of the Decree of 12 October 1977 dealing with the matter.

    You would therefore like to receive as attachments to the scanned version the file of the said spot in MP3 format.

    The Executive Board of the Executive Body of the National Telecommunications Council (CONATEL) avails itself of this opportunity to renew to radio and television stations the assurance of its highest consideration.

    Here's an update that should have been included with the above information....

    Dominican Republic
    97.5 HILC-FM "Latino Mix" Santiago, moved to 97.1 and changed to "Mix", with Spanish & English CHR hits, in late Spring of this year. I've noticed a few FM dxers had heard them this past summer on 97.1 during E skip openings. I''ve listened to the Mix stream for awhile and noticed many of their liners are in Spanish and English, as well as the blend of music, both Spanish and English artists.

    Antonio Espaillat, a longtime dj and businessman from Santo Domingo, acquired HILC from Procomunicaciones, S.R.L., another Santo Domingo broadcaster, in the Spring of 2017. Mr. Espaillat also owns the Dominican radio stations: Caliente FM 104.1: Escandalo FM 102.5; La Bakana (a recent flip from Fiesta FM), 105.7; La 91 FM, 91.1; Radio Comercial AM, 1020; Radio Disney, 97.3; Zol FM, 105.5 & 106.5; KV FM, 94.7; Antena 100, 100.1; Los 40, 103.3. Mr. Espaillat has been in the music and radio business for over 40 years.

    I finally caught up with the approvals on these. All were given the green light on Sept. 27, 2017. Not sure if they have flipped the switch on the transmitters yet but here they are...

    -88.7 HIFB Neyba BR "Fundación Baharuco" 100 watts, -186 m haat;
    -104.1 HIFJ Neyba BR "Fundación Juventud" 100 watts, -186 m haat;
    -104.7 HIFM Azua AZ "Fundación Acción" 100 watts, -118 m haat.
