Ok, you have one of the dongles. So do I.
Janesville to Milwaukee looks to be around 60 miles. If the Milwaukee FMers come in good on a car radio you should be able to hear them with the dongle. In my case, with Boston FMs east about 70 miles, I need to hook up an outdoor yagi to hear them. Can you at least hear your local FMs?
I don't think a wire hanging off the dongle or a dipole attached to it will be much help.

Just to give you an idea, with the dongle running on my old Dell laptop on my kitchen table and a wire for an antenna, I can hear my local Hartford FMs plus Springfield locals but for New Haven (WPLR/WKCI @ 50 miles) I have to position it just right or nothing.

The things work best with outdoor antennas.

JVL: try backing off on the RF gain. (I forget exactly how it's labeled on the program...) Too much, and strong out-of-band signals will swamp the more distant signals with noise. 107.3 is probably strong enough to cause that.

In the configuration menu, uncheck all of the boxes. The gain slider has minimum gain on the left side and maximum on the right side. If you do get overload, move it to the left until it goes away.
