Somehow or other I seem to have not posted this previously.

There are two country stations here, one is semi-local WCTO. The other comes out of the Alan Jackson song into an ID at about 18 seconds. The opening was mostly MN/WI and I have an good idea as to who I think this is, but thought I'd get other ears after it first.

It sounds like "96.1 WJMS" but that won't work. WJMC is in Wisconsin. 100 bucks says you already suspected them.
